If you want to write content that is closely aligned to classic British TTRPGs that are Grim/Perilous/Urban/anti-Fasc then I invite you to use A Grim Hack as the base. The system is designed similar to, but stripped down from, that classic Fantasy Roleplay about wars and hammers.
